A certificate issued by a housing agency that lets eligible buyers claim a federal income-tax credit for part of the mortgage interest they pay each year.

An MCC is a tax benefit rather than cash at closing, and it only helps if you owe federal income tax. Programs carry income and purchase-price limits, must usually be applied for before closing through a participating lender, and can trigger a federal recapture tax if you sell within the recapture period.
